Scouting in the time of COVID-19: Recovery guidance for National Scout Organizations

This document is prepared in an effort by WOSM to support National Scout Organizations (NSOs) in their response to emergencies and disasters. Instead of focusing entirely on the response, the full spectrum of the ‘disaster lifecycle’ is of importance.

These Guidelines are primarily addressed to National Scout Organisations and Associations (NSOs/NSAs). Considering the evident involvement of Scouts in humanitarian action around the world, it became necessary to reassess our role as an educational movement with the aim of producing leaders of positive change in society.

This vulnerability assessment can be used by any adult volunteer and simplifies the assessment of local, national and regional vulnerabilities and associated risk within the communities and organisation. The criteria will enable NSO’s to make relevant assessments of their localities, as well as supporting an understanding of common vulnerabilities increased or identified as a result of covid19,
