Abstract
This Challenge paper, commissioned by four global organizations active in volunteering, Forum, IAVE, IFRC, and UNICEF Generation Unlimited, aims to spark a global dialogue ahead of the United Nations 2026 International Year of Volunteers for Sustainable Development (IVY 2026). Its purpose is to foster discussions that will shape a future global agenda for volunteering, contributing to a robust ‘Call to Action’ for greater recognition and investment in the sector. The paper serves as a foundation for strategic reflection on a shared vision for volunteering, structured in three sections: an overview of recent trends in the global volunteer sector, an examination of the roles of key actors in creating a supportive environment, and a forward-looking exploration of what is needed to enable volunteering in 2026 and beyond.
Relevance to Scouting
The paper’s focus on advancing a global volunteering agenda connects directly to Scouts around the world, who engage millions of young people in service and community action. Its analysis of trends, key actors, and strategies for enabling volunteering reflects the experiences of Scouts, supporting them in strengthening programs, empowering volunteer leaders, and aligning their initiatives with broader global efforts leading up to 2026, ensuring Scouting continues to contribute meaningfully to sustainable development and youth engagement
