The Asia-Pacific Region Constitution and By-Laws establish the governance framework for the Asia-Pacific Scout Region. They define the purpose, structure, roles, decision-making processes, and operating procedures of the Region, providing the constitutional basis for the work of the Asia-Pacific Regional Scout Conference, Regional Scout Committee, and World Scout Bureau Asia-Pacific Support Centre. Together, they support transparent, consistent, and effective governance across the Region in alignment with the WOSM Constitution.

Since their adoption, the Constitution and By-Laws have been amended periodically to reflect the evolving needs of the Region. Amendments were adopted by the 17th Asia-Pacific Regional Scout Conference held in Jakarta, Indonesia (1992), the 21st Asia-Pacific Regional Scout Conference held in Bandar Seri Begawan, Brunei Darussalam (2004), the 24th Asia-Pacific Regional Scout Conference held in Dhaka, Bangladesh (2012), the 27th Asia-Pacific Regional Scout Conference held online (2022), and most recently by the 28th Asia-Pacific Regional Scout Conference held in Taiwan (2025).
