Scouting in Humanitarian Settings - Manual

As the mission of Scouting is to contribute to the development of young people, National Scout Organisations (NSOs) that choose to engage in Humanitarian Action should adapt the Scout programme to the particular needs of young people in humanitarian settings; further, they should work with other partners pursuing non-formal or formal educational objectives in those settings. The programme should be flexible enough to be implemented under different contexts. Each intervention will necessitate a unique approach as different factors, local realities, and the varying cultural and political contexts make it impossible to propose a simple fit all solution.
