The Scout Youth forum was created by WOSM to encourage youth participation in the decision-making processes of the movement. The forum allows young people: to share their experiences, to understand the process of decision-making at world and regional level, to discuss about challenges facing young people and recommend solutions and to learn from experts.

Based on the recommendations of the 7th Africa Scout Youth Forum held in Kampala, Uganda in August 2015, The Youth Advisors to the Africa Scout Committee, working with the Youth Programme Unit at the World Scout Bureau Africa Support Centre and in consultation with the Africa Scout Committee have developed a youth strategy 2015-2018. The aim of the strategy is to mainstream youth contribution towards the achievement of Africa Scout Region Youth Engagement Priority Area. The strategy will guide the functions of the Africa Scout Youth Advisors and will be the basis for reporting to the 8th Africa Scout Youth Forum in 2018.
