Abstract

This handbook responds to growing global demands for effective, transparent, and results-oriented public management by providing practical guidance on designing and implementing results-based monitoring and evaluation (M&E) systems. As governments and organizations move beyond traditional implementation tracking to focus on real outcomes and impacts, a well-built M&E system becomes essential for delivering on promises and informing better decision-making. Aimed particularly at officials facing the challenge of managing for results, the handbook presents a comprehensive ten-step model, from readiness assessment to long-term sustainability, and draws on lessons from both developing and developed countries. Its development benefited greatly from the support and insights of colleagues and partners whose contributions strengthened the work and made this resource possible.

Relevance to Scouting

The structured approach outlined in the handbook fits naturally with a movement guided by a long-term strategy carried out through consecutive three-year plans, each filled with projects that connect across regions and communities.
