The result analyses by the participating scout leaders and experts revealed that guidelines to enhance effective management of the scouting program in schools had been found imperative to strengthen the school scouting program. This study thus made significant contributions to the management of school scouting program literature extending it to the school-based youth programs in the Bhutanese education context and beyond. The study had profound implications for the development of guidelines with respect to the use of the PDCA (Plan-Do- Check and Act) model for the improvement of the scouting program.

Relevance to Scouting

This study is highly relevant to scouting as it provides a comprehensive examination of the management of the school scouting program in Bhutan, highlighting the crucial role scout leaders play in its effectiveness. By analyzing the program through both quantitative and qualitative methods, and incorporating expert opinions, the research identifies key guidelines for enhancing program management. The application of the PDCA (Plan-Do-Check-Act) model demonstrates a systematic approach to improving scouting activities, ensuring that they are well-organized, impactful, and responsive to the needs of students. Furthermore, the findings underscore that effective management of scouting programs is essential for fostering youth development, leadership skills, and school-based engagement, offering valuable insights that can strengthen scouting initiatives not only in Bhutan but in similar educational contexts globally.
